Bernie Pleskoff tweeted this:
Formal offers for Masahiro Tanaka were submitted by #Yankees, #Dodgers, #Dbacks, #WhiteSox and #Cubs. Surprise for me-no #BlueJays.

Now I think it is worth noting that we were told that the Jays had won the bidding on Yu Darvish last time around, so you can take this news with a bit of salt. But, I trust Pleskoff more than the folks that were spreading the rumors last time.
I don't know why the Jays wouldn't make an offer, but then they talked to Tanaka's people, they must have had some sort of idea of whether he would have wanted to come to Toronto.
I think it is a PR mistake not to make an offer. I don't know about you, but I really would like the Jays to show me they are interested in improving their rotation. I'm getting a little grumpy about the lack moves, the disinterest in putting a better product on the field. We spent money and prospects to put together a team that should have been able to challenge. It didn't work out, but it isn't hard to see the positions the team need to improve, and we haven't seen much work done to fix up those spots. If they had been in on Tanaka, at least it would look like they were trying to improve the team.
